Counts are the statistics published at each level. Every one of them is mapped from its own source figures, never divided down from a larger area.

Open it →The map draws one statistic at a time across the whole country, and redraws it at whatever level of geography you ask for. States answer the broad question. Counties are where most federal data is actually published, and where most of this atlas lives. ZIP codes and census tracts go down to a few thousand people, which is close enough to a neighbourhood to be worth looking at.
Click any area and the panel gives you its figure, how it ranks against everywhere else, the survey it came from and the margin of error around it. You can hold several statistics at once and switch between them, filter to a range, or search a place by name or ZIP code to jump straight to it.
